Cemetery Lot Regulations:

The City of Rawlins operates the cemetery under the Public Works Department and the direction of the Sexton. It has responsibility for the care and maintenance of 40 acres, approximately 25 of which are developed. This responsibility derives from City Ordinance 8.04.010 through 8.04.120 of the Rawlins Municipal Code.

General Care of the Cemetery:

Cemetery personnel will perform all interments, grading, landscaping, planting, and trimming. Any improvements or alterations to any lot shall be done with prior approval from and under the direct supervision of the cemetery sexton. The City retains the right to remove or alter any lot improvements if they become unsightly or pose a safety hazard. The alteration or removal shall be at the expense of the lot owner or their assigns.

Plants and Trees:

No plants, trees, shrubs, or live flowers shall be planted upon any lot in the cemetery without the prior approval of the sexton.

Cut Flowers:

Fresh cut flowers are allowed, but must be removed within 15 days.

Artificial Flowers:

Artificial flowers and wreaths are allowed on the headstones. Cemetery personnel may remove these after 15 days if they become unsightly, broken or loose on the graves.

Flower Containers:

Flower containers shall be made of metal, marble, granite (as a permanent part of a monument) or plastic. Specifically forbidden, whether temporary or permanent, is any container made of glass, porcelain, or pottery.

Monument Installation:

All monuments and markers shall be installed under the direction of the cemetery sexton to insure the proper placement and conformity to cemetery standards and regulations. Monuments installed without permission of the sexton may be removed. The use of professional stone setters approved by the sexton is encouraged.

Monument Borders and Foundations:

All monuments and markers shall be installed with a concrete border or foundation at grade level and not extending beyond the lot line. It shall be at least 3 inches thick and shall provide a minimum border of 4 inches on all sides of the monument. Vases and statues shall be installed with the base and foundation or shall be installed as part of the monument.

Curbs and Borders:

No coping, hedges, borders, fencing, or enclosure of any kind shall be installed on any lot. Stone may designate Lot corners or bronze markers installed in concrete at grade and installed entirely within the lot boundaries.

Decorative Materials:

The use of tiles, lawn ornaments, brick, gravel, crushed rock, wood bark, or similar materials on any lot is prohibited.

Annual Clean up:

The City of Rawlins cleans the entire cemetery during the month of May. All loose or unsightly decorations will be discarded if not removed prior to May 1, or at such other times as directed by the cemetery sexton. Watch for ads in the Rawlins Daily Times for details.

Plans for the Future:

In the last several years, we have been upgrading records, irrigation systems, roads, and in general improving the appearance and viability of the cemetery. All of the streets in the cemetery have been repaved and a large parking area has been created in the center of the tract. A large gazebo will be constructed just north of the parking area where services can be conducted in a more protected environment. Plans have been drawn for the development of the undeveloped portion of the cemetery. Many of the older trees that were in their final stages have been removed, and with the assistance of the City Arborist, a plan has been developed to add and replace trees annually to present a quiet and beautiful environment for many years to come.
