Construction Board
 
Act as a Board of Appeals to determine: The suitability of materials and methods of construction. To decide appeals of orders, decisions, or determinations made by the building official relative to the application and interpretation of the adopted Building, Plumbing, Mechanical, Fire, Abatement of Dangerous Buildings, and Electrical codes, although the Board shall have no authority relative to interpretation of the administrative provisions of these codes nor shall the Board be empowered to waive any requirements of these codes. Review the experience requirements for applicants of Master and Journeyman Plumbing licenses. To recommend to the City Council any changes necessary to update local Building, Plumbing, Mechanical, Fire, Abatement of Dangerous Buildings, and Electrical codes.

Main Street / Downtown Development Authority
 
To promote the health, safety, prosperity, security, and general welfare of the inhabitants of the area in which the Authority may exercise its powers and of the people of this state, halt or prevent deterioration of property values or structures within the central business district of Rawlins, Wyoming, to halt or prevent the growth of blighted areas within such district, and assist the City of Rawlins in the development and redevelopment of such district and in the overall planning to restore or provide for the continuance of the health thereof, and be of special benefit to the property within the boundaries of this authority.

Is to preserve and operate the Wyoming Frontier Prison Historic Site. The Site will operate for community service through its historic significance, tourism, education, and recreational opportunities for the visitors and residents of the City of Rawlins and Carbon County.

Rawlins Community Shooting Ranges Advisory Board
 
The purpose of the Board shall be to advise the Rawlins City Council, the Rawlins Department of Recreation Services, the contractors and the public and oversee the planning, development, construction, operation and modification of the shooting ranges owned by the City and open to the public for recreation and training, and to encourage the safe and effective training, education and development of shooters without regard to their age or gender. Further, the board shall promote the shooting sports and competitions at the facilities to ensure the safe and effective use by the general public.

Urban Systems Committee
 
The Urban Systems Committee was established by the City on July 9, 1974, by cooperative agreement and is continued as a requirement of the Department of Transportation to obtain public input into the process to determine the priority for certain street development and improvement projects, which are funded by the department with Federal Funding specifically allocated for Urban Centers.
